BUILDING BY-LAW FEE REVIEW - SEPTIC PERMIT FEESAfter November 17, 2024, Peterborough Public Health (PPH) will no longer oversee the delivery of septic permit services, as they will be moved over to local municipalities. Reward (Diquat) Pesticide Spraying Update

Hello Jack Lakers,We reached out to you last week to let you know that on behalf of six Jack Lake property owners, Peerless Turfcare and Aquacare (1410035 Ontario Inc.), applied to the Ministry of Environment, Conservation & Parks (MECP) for a pesticide permit for the spraying of Reward (Diquat) into our lake's waters this season and that the permit had been approved.
You may recall that Peerless Turfcare and Aquacare was charged last year for violating the Pesticides Act by not adhering to the label instructions for Reward Aquatic Herbicide in 2021 and was convicted of one violation under the Pesticides Act and fined $6,000, plus a victim fine surcharge of $1,500. Reward (Diquat) Pesticide Spraying 2024

As a result of a JLA outreach and inquiry, we have received notice from the Ministry of Environment, Conservation & Parks (MECP) that Richard Maass, owner of Peerless Turfcare and Aquacare (1410035 Ontario Inc.), has applied for a pesticide permit for the spraying of Reward (Diquat) into our lake's waters during the 2024 season on behalf of six Jack Lake property owners. Permit number 1336-D4CRHC has been issued. The size of the treatment areas is the same as was treated last year for these six locations. Happy Canada Day long weekend, Jack Lakers! Loon chicks are VERY tiny and VERY fragile right now. Please keep your distance from parents and babies to not cause them distress and please boat extra cautiously - and be mindful of how your wake can wash babies out of their nests or off of their parent's backs, separating small chicks from their parents. Loon chicks cannot dive to get away from boats yet. The Electoral Ward System in the Township of Havelock Belmont Methuen (HBM) is up for discussion.Township Council has moved forward with public consultations to review whether HBM should continue with the current Ward System or to change to 'At-Large" elections of all Councillors.
Currently, HBM Councillors are elected according to the wards that they represent.

EXCITING UPDATE! We are pleased to share that the large fallen tree blocking the Narrows was safely and successfully removed on Saturday just in time for the yearly Spring snow melt!We would like to share a very special note of thanks to arborist Ryan Gronke for his very generous offer to remove the tree - Ryan donated his expertise, his time and his gasoline as a community service to the lake and we couldn’t be more thankful. THANK YOU, RYAN!

URGENT UPDATE: Dangerous fallen tree in the Narrows

The tree is fairly large with a 30” diameter and has fallen from the main shore across the Narrows to the little island with the flashing light on it. It will likely take some specialized skill, knowledge and time to remove.The concern is that a boater could hit the tree if coming through the Narrows at speed. Attempts will be made to mark the danger in some way.There is an alternate route through on the wider side of the Narrows.This will be more of an issue in a few days when the ice is out, so please share this update with anyone you know who may use that route.FOCA Notice - TSW Water Level Management Update

Greetings, fellow Jack Lakers!I have the privilege of providing this update on your JLA Board activities. We now have settled into a regular cadence of monthly board of directors meetings. Our last was on May 26th, only a few days after the severe storm on May 21st. We spent some time discussing and sharing concerns for those that were impacted. We heard many great stories of lakers that immediately lent support and help to their neighbours. In recognition, we established a 'Storm Volunteer Appreciation' fund to allow the opportunity for lakers to nominate those neighbours that provided help. This is one small way we can help to "connect" people together and show appreciation.

After hearing from some of you on the storm’s aftermath, I took the liberty of writing the Mayors of both HBM and NK townships to request assistance with the removal and disposal of all the brush and slash from fallen trees. I also asked about plans for the prevention and mitigation of heightened risk of forest fires, as well as advance warning systems. Please find this letter, as well as the Mayors’ responses in the links below.
I hope that this will be the start of continuing constructive discussions with the townships on services.

Just as a few years back, no one could have imagined or been prepared for the destruction brought on by yesterday's storm and I continue to be shocked by the photos I'm receiving showing the extent of some of the damage across the lake.

Howdy Jack Lakers! I am honoured to have the privilege of providing you with this update of your JLA Board activities. On Thursday, April 28th your JLA Board of Directors held our regular monthly meeting.The board accepted the resignation of Glen Painter at the meeting and appointed Blake Steels Director of Safety. With renewed interest in Havelock-Belmont-Methuen Council’s proposal to amend a By-law that would prohibit boathouses on the lake, and in light of the upcoming HBM Council Public Open House on April 21st, regarding this proposed By-law amendment, the JLA Board of Directors held a meeting April 9th to discuss and vote on this. The Board voted to again support HBM Council’s proposed By-law amendment to prohibit boathouses on the lake. Dr. David Lean has decided to retire from the Board of Directors for personal reasons. For almost 3 years, as Director of Environment and as President, David provided the JLA a strong and steady environmental voice leading the way on issues such as aquatic invasive species, including words of caution on the use of herbicides for weed control, clean water testing and logging. We are pleased that David welcomes the opportunity to consult from time to time with the Board particularly on matters related to our lake water. IN MEMORIAMThe Jack's Lake Association and the lake community are saddened to learn of the passing of Marcine E. DuBois at 12:12 p.m. April 1st, 2022. As a past JLA President, Director and dedicated volunteer, Marcine was passionate about the lake and its community and was the voice of the JLA for many years, working tirelessly for the lake's conservation and members' social activities. Sincere condolences to Bob, Marcine's husband of almost 60 years, their son Justin and daughter Michelle and their families, her mother, Lorraine, as well as her many friends. Marcine will be missed however her legacy will be remembered.

This Tuesday February 1st at 9:30 a.m. JLA Environmental Directors, Dr. David Lean and Patricia Philipps, and JLA President Alex Kostiw will be providing a deputation to HBM Council on the problem with Aquatic Invasive Species on the lake.The key points in their presentation can be found in the two letters posted on the JLA website under Member Content: Documents.
All lakers are encouraged to attend this meeting in support.
There will also be a deputation from Shoreline Conservation Initiative, a Kawartha wide group in which JLA is represented by Alex Kostiw and David Lean. David will be co-presenting with Doug Wellman of NORKLA.

It has been brought to the attention of the JLA that a winter cut-off trail used by many snowmobilers is no longer accessible. Anyone travelling on the lake during winter does so at their own risk and are reminded to exercise caution at all times. Be aware that there is a history of thin ice in the Narrows and it is advisable NOT to use that route. Greetings JLA Members! In the spirit of improved communications with our Members, we wanted to update you on our first Board meeting held yesterday evening. Very professionally facilitated by Caretaker, Karen Sjolin, the meeting took the form of a 'meet and greet' where we were able to introduce ourselves and share perspectives on our priorities as Board members. Though coming from a variety of backgrounds and skill sets, we all agreed on some fundamentals that should guide us into the future as a Board including transparency, Board solidarity, collegiality, accountability, integrity, truthfulness, collaboration and inclusivity. A quick update from Glen Painter, the master of Jack's Lake buoys and keeping us safe on the water. Glen wanted to share that he and his team of volunteers have begun to take the markers off the lake as the end of the boating season is near, and Glen and members of their team are packing up for the season. He hopes that this message will help us all be a little more aware on our way across the lake at this point and stay safe out there. On October 5, 2021, JLA members participated a special meeting of the membership called under bylaw 4.2. At this meeting, members voted to dissolve the current JLA board and appointed caretakers to coordinate a nomination process that would lead to the election of a new board of directors. Dear Lakers,This note is to inform JLA members and the community that after two years on the JLA Board, I am stepping down effective today. Since I am advocating dissolution of the Board, I feel it is important to immediately remove myself.
I fully support the members’ petition to dissolve the current board - a petition that was supported by a healthy percentage of JLA membership. Yet, in the face of this, a JLA meeting still went ahead on Sunday, September 26 to appoint new directors and officers. These amendments are in keeping with changes made by other not-for-profits, including our umbrella organization, the Federation of Ontario Cottage Associations (FOCA).What are the updates?

It is with considerable regret that we announce the resignation of our amazing Treasurer and outstanding JLA Director, Beth Brook. Beth has served as Director since 2017. Her reasons for leaving the Board echo those of previous resignations .... lack of respect among directors, disregard for process and common norms of good governance, and chronic Board dysfunction. Her sage wisdom and voice of reason will be sorely missed by everyone remaining on this Board. We note that Beth is the 8th Director to resign from the JLA Board in 2 years. JLA AGM Update (2021 Sep 10): The recent disorder on the JLA Board has prompted the Federation of Ontario Cottage Associations (FOCA), our umbrella organization, to withdraw their participation from the Sept 15th AGM. Their participation includes important technical support, including ballot voting/tabulation, without which it is not possible to hold a remote meeting. Survey on Enhanced Garbage Handling in HBM

As you know, the Township of North Kawartha has pick-up garbage collection throughout the township, including at Jack Lake land properties on Mondays.The Township of Havelock Belmont Methuen on the other hand has garbage pick-up to a select few inside the village of Havelock, and for the rest of the township provides four transfer stations - only one of which is anywhere near Jack Lake, on Shady Lane.

Gypsy Moth (Lymantria dispar dispar)In summer you will see Gypsy Moths. They are an invasive species threatening the forests in the Apsley area. According the Peterborough Naturalists, the results of 21st Annual Petroglyphs Butterfly Count noted that there were "zillions” of Gypsy Moths and there was a serious outbreak along County Road 46 this year. Recently a member of our lake community wrote to the JLA with information about aerial spraying of Btk to control the Gypsy Moth population and to inquire about interest in sharing the cost.The JLA board reached out to experts in this field of study to obtain their opinions on the application of Btk for the control of Gypsy Moths.
After reviewing the information, the JLA recommends against aerial spraying of Btk to control the Gypsy Moth because it does not provide enough benefit to outweigh the risk.

Unfortunately, the MNRF and Bancroft Minden Forestry Company are proposing in it's new 10 year Forest Management Plan more logging areas around Jack's Lake. This was unexpected!On the map (click here), the purple colour highlights the proposed logging areas around Little Jack's and South, and off of Narrows Point Road. The red identifies the road corridors.

A Jack's Laker has told us they had to assist a large buck by cutting him loose from a hammock. This buck was approx 250 pounds, and his getting stuck could have been fatal! As a member of the Peterborough Field Naturalist and a lifer on Jack’s Lake, each year I participate in the Petroglyph Butterfly Count. This usually occurs the 3rd Saturday in July.I would like to share with you the final results of the count and a few pictures taken (at bottom). I hope you find this interesting and opens your eyes to these beautiful creatures.

As schools, workplaces, stores, government services and community events move online, a whopping 59% of rural households across Canada still don’t have access to reliable high-speed Internet (50/10 mbps) – and that certainly includes Jack’s Lake.The federal government has committed to connect everyone by 2030, but that will still leave thousands of households out of the 21st century economy for another decade.
During these COVID times, and surely beyond, we now have multiple breadwinners and multiple students all working from home at the same time. It’s time to speed things up!

Here is an update with facts about the ongoing proposed quarry.As we reported in Smoke Signals, the prospector's Exploration Permit was due to expire this June. However, the Ministry of Northern Development and Mines (MNDM) is now allowing extensions on existing Claim Permits for up to one year to compensate them for COVID related challenges. The prospector, William Brown, prior to the permit expiry date of June 28th, applied for an extension which is currently under consideration by the MNDM. This extension could give the prospector an extra year for exploration activities, if granted. Pending the MNDM's decision, Mr. Brown's claim is deemed "Active”. He ...

Fish Die-Off on Jack's Lake

PLEASE REPORT YOUR OBSERVATIONS !!!Over the past 12-15 days, there have been several reports of dead fish in various parts of Jack Lake. This information has been reported to the local office of the Ontario Ministry of Natural Resources and Forestry and they have asked that we continue to report any observations specifically the following:
- Date(s) that dead fish were observed.
- Where on the lake were dead fish seen; was there more than one location on the lake?
- What species were involved in the fish kill?
- How many dead fish were seen at each/every site?
- Have there been any signs of abnormalities or illness on the observed dead fish?
